Refer to my cypher telegram dated the 23rd November.

H.M'e Government has made the following arrangements with

the Eastern Outward Conference Lines New York:-

1. Goods consigned to enemy firme sppearing on the

Black Lista for China and Siam from ports in the United

States will not be carried by ships belonging to the Con-

ference lines. A list of auch ereny firms has been supplied

to them,

2. A warning will be given to shippers of goods to

firms not appearing on the White Liste that their goode

may be detained.

3. Ships will call at British port befora toucning at

Chinese and Siamese porta.

4. In return no interference on the high seas will be

made with Conference ships, but exactly the same treatment

should be given to goods landed from Conference ships for

transhipment to Siam or China as to goods so landed from

other steamara.

The Shipping lines concerned will in fact if not open

ly oo-operate with you in any policy which may be decided on.

The following arrangements as regards goode brought

into port in transit to or from Siam and Chins and not land ed

for transhipment have been decided on:-

(A). In the case of China.

(1). No interference should be made with goode on

neutral ships.

(2). No interference should be made with goode

shipped from the U.S.A. on Conference steam

era.
